I have noticed similar behaviour when testing the "-console 2020" setting. Both Windows Server 2008 and Windows 7 show nothing at port 2020, and attempting to telnet to the port is unsuccessful. I wrote this off as a configuration problem at the time, but maybe there's something more at work here.
I can test again with 3.0.1 if there are any suggestions to try or rule out.

I just tested with Windows 7 and Rifidi 3.0.1 and see the same behavior (process running but nothing listening on 2020 - not sure in windows firewall or another firewall is blocking or if there is issue with feature)
I will discuss with engineering to see if this is an issue with Windows or in general (as I know we have had production implementations in past using this feature in Ubuntu and Linux/Unix - not sure about Windows)

In Windows -Dosgi.console=2020 needs to be be after VMArgs (in rifidiserver.ini) if you would like to have console run in background and connect remotely via telnet port 20202 Dosgi.console=2020 (this is how it works in Linux by default as well)
