When no ROSpec/AccessSpec is defined the reader reports a 'There was a problem when deleting access spec with ID 0', but this
call is ok- deleting ROSpecs/AccessSpecs with id 0 means it deletes all existing specs.

Yep. We actually had a different bug before that allowed the creation of ROSpecs with an ID of 0. The quick fix for this (which we did) was simply to outlaw 0 as an option for those commands. If you would like to delete all ROSpecs with the emulator, the best way to do this is to get a list of all ROSpecs and call delete individually on each one.
